No. The estimated benefit from toggling HS in simulations is less than a 1% DPS upgrade without world buffs and less than a 0.1% DPS upgrade with.

 

It is not worth the risk of accidentally wasting your rage and delaying your next Bloodthirst if you don’t enqueue HS at the right time or if a WF/HoJ proc catches you off guard. There are many more important things you should think about during an encounter that will benefit your damage output.
