As soon as you enter the Mushroom Grove area, turn right immediately after the gate and follow the wall. You’ll see some stones that you can use to climb to the top of the wall, where you’ll find a lever. Pull the lever, and a platform at the base of the wall will begin to move. You can use it to reach the plateau.
