In order to get a watering can you need to catch at least 4 bugs or fish. Show them to Tom Nook. As a reward, you will get the recipe for Flimsy Watering Can and flowers to plant.

 

The watering can will increase the speed at which the flowers bloom. It can also be used to create new colors for flowers. These colors will not be available at the store.
