Only Ellie is able to craft Trap Mines in TLoU2. At the start of Chapter 11: Capitol Hill, you should be able to find a motel. Toward its backside, there should be a green dumpster next to an open window. You need to push the dumpster so that you are able to climb through the open window and find the crafting recipe on the bed.
