Unable to refuel?

If you are having issues trying to refuel your vehicle at the start of the game. Please make sure you have picked up the cash which is found in the chest in the attic.

 

You will need some money to purchase the fuel.

what has that got to do with being unable to refuel, some of us are past that part of the tutorial,
the fuel pump is broken at the gas station
