Gun Silencer can be crafted by both Ellie and Abby. For Abby, it’s automatically acquired. To unlock it for Ellie, you need to head inside the bookstore near the gas station during Chapter 11: Capitol Hill and acquire the Stealth Training Manual. Once acquired, unlock the “Craft Silencers” skill – the very 1st one.
